SERVICE UPDATE

Local Law 196 Reminders and Updates

Local Law 196 of 2017 requires workers at job sites requiring a Site Safety Plan (which includes sites that must designate a Construction Superintendent, Site Safety Coordinator or Site Safety Manager) to receive 30 hours of site safety training by June 1, 2019 and an additional 10 hours of training by September 1, 2020. Supervisors will need 62 hours of training by the June 1, 2019 deadline. Workers seeking a Limited Site Safety Training Card may defer their 8-Hour Chapter 33 (Site Safety Manager Renewal) training until after June 1, 2019 and take 4-Hours of General Electives and 4-Hours of Specialized Electives instead. Please read details below. In addition, the Department is hosting Local Law 196 of 2017 information sessions. Register for a session.

Limited SST Card (30 Hours)

NOTE: For the purposes of the June 1, 2019 training deadline, an OSHA 30 card or a Limited SST Card will serve as acceptable proof that a worker has received the aforementioned training.

NOTE: Training received within the prior five years of applying for an SST Card, including a Limited SST Card, SST Card or Supervisor SST Card can be applied toward the requirements for receiving the card. Applicants who completed the training beyond five years may complete Prior Experience training, which includes 4-Hour Fall Prevention and 4-Hour Supported Scaffold User and Refresher, to receive credit for such training.

Deferring 8-Hour Chapter 33 (Site Safety Manager Renewal)

As indicated above, workers seeking a Limited SST Card may defer their 8-Hour Chapter 33 (Site Safety Manager Renewal) training until after June 1, 2019. Instead of taking the 8-Hour Chapter 33 (Site Safety Manager Renewal) by June 1, 2019, such workers may instead take 4-Hours of General Electives and 4-Hours of Specialized Electives.

Course Equivalents

If you have taken a Department-Approved course, like the 40-Hour Site Safety Manager or 16-Hour Rigging Worker courses, you may be eligible to receive credit towards your SST training requirement. Please review the SST course topics and the Department-Approved course equivalents table.

Site Safety Training (SST)Site Safety Training Requirements

Pursuant to Local Law 196 of 2017, workers must be able to show at least an OSHA 10 class has been taken within the previous five years to continue working. When fully phased in by 2020, workers at job sites that require a Site Safety Plan (which includes sites that must designate a Construction Superintendent, Site Safety Coordinator or Site Safety Manager) must receive a minimum of 40 hours of training.
